Inheritance tax is just that, and yet if a normal person tried grave robbing, apparently that's not legal!

First of all, obviously your concern isn't that the money is being taken from the dead, but from those the dead leave behind. After all, the dead have no need for money or property. Second, considering how few estates are large enough to actually deal with inheritance taxes, and how much is still left of them after the taxes, it is really a non-issue. The government levies taxes. They can do that. End of story.
