The Shunglu committee was appointed by government and when a report of that committee comes not in the favour of Delhi chief, then the state government rejects that report completely, while the federal government maintains silence over the report of their appointed committee.

The Prime Minister had appointed the high-level committee on October 25, 2010, to investigate and report all irregularities in executing various projects by several government agencies during the 2010 Common Wealth Games. In its report submitted to the PMO, the Shunglu panel blamed CWG Organising Committee and certain officials for delay in executing contracts for the games.

The panel headed by V.K. Shunglu had on January 31 submitted its first report on alleged irregularities in awarding broadcasting rights during the sporting extravaganza and recommended strict action against suspended Chief Executive Officer of Prasar Bharti B S Lalli and former Director General (Doordarshan) Aruna Sharma under relevant Sections of IPC and Prevention of Corruption Act.

The second and third report submitted by the Committee on the Games Village and the city's infrastructure has indicted Delhi Lieutenant-Governor Tejinder Khanna and Chief Minister Sheila Dikshit, among several others, for delays and losses in projects related to the 2010 Games.

Except Kalmadi, no big head has so far been arrested for the heavy losses to govt due to irregularities and nothing is known about govt action on the second and third Committee Reports! In fact the Delhi CM became furious and said earlier that she won't accept the Committee report and would reply to govt for all the allegations!

Are we to understand that the Committee's report is since dumped by the Centre, since the accused CM is close to the party chief?!

That is obvious as per Shiela Dixit's response and the clarification of Makan referred by another participant-Dancer.

How a wrongly appointed PM can put forward the recommendations of his own appointed committee

strongly to justice !

Actually MMS-Sonia high level gang can't direct anyone to put Shiela behind the bars.

She is more important than Kalmadi there.

Why they were demanding resignation from Yeddu on one hand and are blessing Shiela on the other hand !

Makan accuses NDA for the appointment of Kalmadi,while Headlines today hilights the recommendations of UPA's member of GoM to appoint the Kalmadi as the head of OC.

They are fantastic yaar.

They can't perform without the pressure from SC.

Hence they have been waiting the requisite pressure to act.

New Delhi: The Delhi Government on Wednesday in its final report rejected all allegations made by the Shunglu Committee of bunglings in the Commonwealth Games projects..

Chief Minister Sheila Dikshit said after the Cabinet meeting "It is a reply by the government and I belong to government."



Officials said the Government has rejected the whole report as it is based on "presumptions" and "assumptions" without verification of the facts..

The report of a retd CAG appointed by PM himself who knows how to pick the right expert in financial matters being a former FM himself, is rejected by the accused party! How funny! Sure, the CM of Delhi is popular and known to be good administrator. But then do you folk consider goodness of admin as an excuse for any perceived flaws in one's govt (cf: Gujarath CM being grilled on umpteen matters in spite of his much praised admin and development)!



Ms Sheila ought to have answered the report in more respectable way, with what she considers as ''facts'' not looked into by the Committee. After all the Committee ought to have looked into these facts from govt only, to arrive at its conclusions! Why did not the Govt give all these to the Committee that probed the issues? Are we to understand that an ex CAG needed advice on audit ethics from politician, however popular like Sheila?!



The PM gave away an earlier report on CWG to CBI and there is no info about the Delhi cases given to CBI in the media as per my understanding, nor had my friend here who ''understands'' that the report had been given to CBI, had given any source - may be none beyond his surmise, since he used the word ''understanding'' !



Yes, it is nothing new with this govt, to attempt a reasoning de novo! It has been revealing the partiality in its enquiry and prosecution invariably in all major cases! In the 2G scandal enquired recently also the cbi had carefully left out the bigwigs and prosecuted a 200cr bribe only, so far!



The Delhi govt is sure to be spared the rod, by side tracking the issue, like dragging the NDA or xyz for all the omissions and commissions done in this UPA period! If the NDA appointed Kalmadi in its period, does it mean that the present govt should not have exercised its supervision on the proper execution, even after the successive exposures right before the event, started pouring in? Does NDA have a prophetic eye about what Kalmadi would do when given so much resources to handle? Is it not the damn duty of govt to keep an eye on the goings on, at least when things started showing up?



On the other hand the leaders objected discussion of corrupt practices under pretext that the dignity of country was involved! Would the facts getting leaked (either more honest insiders or alert investigative journos) not affect the country's image, even if the people and media restrained criticism? Would it not amount to our encouraging such misdeeds by silent spectatorship, in global view?



So it is the rulers and their party men who are paranoid and not the auditors and the journos!

The report has been handed over to CBI as per my understanding and the case is pending the court. There is far difference between Suresh Kalmadi case and indicting Sheila Dixit, Ms Dixit has been indicted for losses due to delay in projects not for corruption. And delays in project is most common in India. Which project is completed on time in India? And Delhi government has posted its official replies on the public domain as well as send to internal affairs ministry. Why should only Shunglu committee report be looked at but reply from government not looked at? As per my understanding both are submitted to CBI.

Thats what we have been hearing since 23rd March, the day when former Controller and Auditor General of India Mr. Shunglu submitted his report on City Infrastructure.



Isn't it strange that it took little more than 5 months to investigate and prepare report of this case but even 4 month isn't enough to analyse that report.





However I would also like to say that we should not follow such reports of committe's blindly. If we believe in such reports then we should also believe the report of 1 man committee formed by Mr Sibal to investigate 2G scam.

Edit : With CAG report out its going to be tough to save Ms Dixit. As per the reports aired on CNN-IBN, CAG has accused her in causing 132 crore loss in streetlighting and beautification. It also said that she allowed a banned firm to bid. The report was only on Streetlight and beautification scam.
