Further Govt stipulated the minimum asset worth of tenderers to be Rs 15 crores, annual sales value at Rs 30 crores and minimum number of employees as 100 workers! The tenderer should pay Rs 10 lakh as cash deposit and Rs 5 lakh woth bank security! This would eliminate any role for the small industry in the scheme.
Due to further stipulations on complex payment procedures (based on savings in consumption at Rs.3.65 per unit), even big industries did not offer rates. Besides people sensed malafide motives in the conditions imposed, to wean potential bidders and went to High court, where the govt did not argue its case but offered to withdraw the Tender notice!
It hastily announced another scheme for free power connection for two lakh motor pumpsets ''fitted with 4 star'' motors, installed ''within a month'' of announcement! This resulted in acute shortage of market stock and hike in prices by 50% which the poor farm community had to incur to avail the power connection which they had been waiting for years!!
How do you like this game of ''freebies'' played by govt on poor small and marginal farmers?
