My bill idea for a government-based youth program is to criminalize extra-marital affairs. What would be some key arguments that could be made against my bill?

Not enough prisons.

Violating the constitution would be the first argument. You would be better off passing a bill dissolving the institution of marriage. Why would you want to criminalize something so commonplace in today's society? Are you going after alcohol next? Maybe we should criminalize the internet, television, and cell phones. They promote communication that may lead to these affairs. We should all go back to the dark ages and kill all who participate in such careless practices in life.

That is ABSOLUTELY none of the government's business. That would be slapping every privacy law in the face. The romantic/sexual affairs of people are of absolutely no concern for the government.

You would have to include all sex with other than a spouse and you would fill the prisons to overflowing in the first month.
