B and D are so similar as to cancel each other out. I don't think that they are true anyway.



C and E are essentially the opposites of each other. I wouldn't be completely surprised if a teacher (this is a homework/test problem, right) considered C the correct answer. But I wouldn't agree. Democracy is simply deciding policy by majority rule. I don't think that you need Constitutional protections to have populist votes.



This leaves A. I would give this answer if none others were available. I do think that ensuring that no single government branch has complete power allows groups to lobby different branches and be heard.



If I were able to write in my own answer, I would write "were intended to limit the size and scope of the federal government but have demonstrably failed."

At this point in time I believe E. is the most accurate answer, however it is a far cry from what the framers of the Constitution envisioned and intended. The 2 principles you speak of were well intended and necessary for a vibrant and balanced government.
