Unfortunately, the government does. Hence the reason they were in poor shape before Katrina and destroyed afterward.
New Orleans is/was one giant welfare state. Nearly the entire popuplation was government-dependent, and that is why most of its citizens acted so helplessly after the hurricane. This is never a problem in other cities, where citizens are proud of their self-sufficiency and laissez-faire capitalism.

For over 50 years money was put aside to fix the levees, but the money has always taken to be used for something else. Little history, only 2 Republican govenors and zero Republican Senotors in the history of that state. Democrats made it a welfare state, hence why it looks so bad.
