Can someone tell me how Obama is changing ACA without congress...?

I haven''t seen any hearings, voting, etc...I just read "Obama delays ACA" or Obama changes ACA but WHERE THE HELL IS CONGRESS?? Explain this to me as to why the president can now "magically" decide to change a law without congressional approval.

He is not changing the law at all. The Executive Branch is in charge of enforcing the law. If the law says employers must offer corrected health plans to employees, the Executive Branch gets to decide when and how. The deadlines were extended because many employers were offering self funded plans and needed more time to correct them.

Sure. It's the same exact way that Bush changed Medicare More than a dozen times after it was passed into law without congressional approval.

Laws may seem long, but the rules and regulations that are set up to carry out the laws are Byzantine. Tha administration wrote the rules and regs, the administration can change them. That's what Obama is changing.

Up to the president to EXECUTE the law, that's why his is the execut-ive branch of government. Congress told him to di it,he is doing it.
Part of separation of powers and checks and balances inherent in the constitution. If congress would quit arguing over it and change it he wouldn't have to do it. Its the law, its his job to make it work.

He has not changed the law at all. Not one period or comma. The law he signed gave him the power to control the roll out. More precisely, he tells Sebelius to do it.
