The race for the Senate Presidency in the 15th Congress of the Philippines seems to be a toss-up between Senator Francis "Kiko" Pangilinan of the Liberal Party and Senator Manuel "Manny" Villar Jr. of the Nacionalista Party.

A senator needs at least 13 votes or the majority of the 24-member chamber to secure teh Senate Presidency. Pangilinan appealed to his fellow senators who have yet to decide to decide in favor of unity and moving the nation forward while Senator Vicente "Tito" Sotto III, who said he will not support Senator Pangilinan, explained that if "Malacanang is yellow, maybe the other branch of government can be green."

In my opinion I think Senator Kiko Pangilinan deserves to be the next Senate President. He is a man with dignity with great leadership. It doesn't matter if he is close to the President because I know that Sen. Kiko has its own principles, he is the person who can not be deceived by others. He stands on what he knows what is right and best to our country. Villar was once a senate president but what have he done........Go go go go for Sen. Kiko! Kiko Pangilinan. They are saying that the senate should be an independent body and the next senate president should not be attached to the executive department. However, let us be reminded that the Senate is part of the the branch of the government which is the legislative, which the House of Representative is also a part. The power of the either House (Senate or Representative for that matter) is not dependent or in the Senate President or Speaker of the House. It is the Senate itself or House of Representative as a whole. In my humble opinion, the selection of the of the leader of both house is a political action and Kiko Pangilinan, being the bet of the Liberal Party is the best Choice to lead the Senate. Those who will lose will become the New Opposition or the Fiscalizer. This is the best image of a Congress in a democratic country. As I have seen for the past years, the Senate is not functioning well because there is no well defined Opposition. There is a less problem if Kiko will lead the Senate. It will be a bigger problem if an Opposition lead the Senate.

Manny Villar will do. Kiko Pangilinan will be a good senate leader but his party affiliation may hurt an independent senate. We cannot say that he will be an individual himself, only him and time knows that. But an opposition upper chamber will also bring much check and balance to our democracy. If Pangilinan will give unity to the divided senate, why not Villar, he has been there, done the work and so far it good.

In fairness to Sen. Pangilinan,He has what it takes to be a Senate President.Clean Track Records,Integrity and Educational background. However, we all know that the Senate has been always INDEPENDENT from the Executive Branch ever since.Since he is currently aligned with P-Noy politically it gives a doubt to many that it won't be an Independent Senate anymore if he will be elected as Senate President.As far as I remember Sen. Manny Villar is an independent minded Senator.He once lead the Senate and he has the capacity of maintaining the Senate being an Independent body.So it would be proper if he will be elected once more

My choice is Angara. He has the experience and qualifications. I agree with him that the Senate should be an independent institution. Sadly, he's not one of the contenders.



Kiko Pangilinan has not proven anything at the Senate. What bills did he author in the last Congress? May be too few, and these are not important bills. I hardly heard anything about him, except that he is the wife of the megastar.



Although I have doubts about Manny Villar, but I believe he could make the Senate an independent institution and therefore could bring balance at the four branches of government. My doubts for him do not outweigh the significance of having an independent Senate.



Let's face it. The claim of Pangilinan to unite behind Pnoy by electing an administration-sponsored candidate at the Senate is a trap. Balance is very important. Balance should not be viewed as being obstructionist, a hindrance to progress that Pnoy is promising to the people. There's more evil if we lose that balance.

I will go for manny villar.. he did not stay long as senate president before because of so many accusations against him which were not even proven.. so lets give him a chance this time to prove himself as senate president.. i have nothing against kiko pangilinan but he can have his time as senate president after manny villar is done.. anyway, this is the remaining term of mr. villar so just give him this time.. mr. pangilinan will sit after.. besides, it is good that the president of the philippines and the senate president should not come from the same party to avoid the perception that the legislative and the executive are in connivance which are supposed to be different branches of the philippine government.. let the senate presidency and the executive head be independent even in party affiliation...

For me i would say Sen. Francis "Kiko" Pangilinan. I am not agree with Sen. Tito Sotto's view of having a new color for other branch of government. Sorry po, but I guess I'm entitled to my own opinion. The reason I'd say that is because this will only be the start of a new fiasco in the government. They wont be able to fulfill their jobs/responsibilities to the people as the senate (elected government officials) because their goal only is to put the Aquino (the recent government) down. This wont do any good for our country. We should move forward not the other way around. We should start helping our government for the good of everybody not only for ourselves. GOD BLESS us all

I would go for Sen. Manny Villar if the choice is limited between him and Sen. Kiko Pangilinan. I remember reading an article in Yahoo that Kris was lobbying for Sen. Kiko to be the next Senate President, and those who would vote for Kiko would get important committee chairmanships. Deny, deny, deny... whatever! Hindi pa man ay may niluluto na ang LP in the Senate. Kaya, why should I vote for Sen. Kiko? Unless of course I would be promised the chairmanship on Appropriations hehehe... what about it, Sen. Its neither Pangilinan nor Villar. Pangilinan belongs to the same party as the President which means that the check and balance principle will not work well, while Villar it is his track record which means that the senate might backslide to the old scenario.

Angara is an opportunist.

Revilla is all posturing, and Lapid is a clown.

The Cayetanos can be bought and Escudero is an empty balloon.

Honasan is an adventurist and Trillanes is in jail.

Lacson is a fugitive, and Legarda is unbelievable.

Guingona and Marcos are neophytes.

Sotto and Zubiri are unknown quantities.

Arroyo is a joker.

That leaves us Enrile, Drilon and Osmena.

Enrile is good, Drilon would be better.

I am very serious and not making fun of the good senator. You may have overlooked the facts that the hip-shooting actor/senator has the most extensive experience in the field of local government. Being a former governor of pampanga is an edge. Yes, the senate is a legislative body and its task is to make laws. However, my argument is how good is a law if you cannot implement it. The position of a senate president, really, is supposed to administer the flow of ideas and implement quality control while making laws is only secondary. I believed that senator Lapid has the brilliant capacity of choosing which senate bills are doable or not. Let us also not forget that every senate bills passed into laws will always have an effect on the "masa". Nobody from the current crop of senators who understands the "masa" well enough but him.

Senators are elected by the people. Senator Villar was elected as Senator, and then was elected once by members of the senate to become Senate President. He failed in his leadership and was ejected. How come some senators still nominated him? Still politicking? Villar must have delicadeza this time if he really wants to clear his name with the C-5 which is still I think unresolved issue. Senator Kiko P would be my best pick this time. Bigyan naman natin nang chance ang pagbabago na gusto at hinahangad ng taong bayan.

It is but a consolation that only the senators themselves who will decide who is best to lead them as mandated by law because if the citizenry is involved Sen. Villar would never get a fair chance as what had happened to his presidential ambition. I believe he was a victim of a well orchestrated black propaganda from several fronts.A lot of people have already prejudged Sen. Villar, tarnishing his character and reputation, but before and even now that the election is over why are there still no FORMAL charges been filed in court against him? Has he been summoned to the Ombudsman or the Sandiganbayan? Did he get his chance to clear his name at the proper courts? A lot would have snickered that Sen. Villar had been given that chance at the Senate but because he refused with his own reason, many of you had already presumed his guilt. Is the Senate the proper venue to resolve the accusations around Sen. Villar? Those who had accused him before the elections should by now have filed the necessary charges..Sen. Enrile who was so sure of his accusations surely would have already filed the charges along with Escudero, Drilon etc. but nothing. What happened to the exposes of columnists Lito Banayo? now NFA Administrator, of William Esposo? now with the Palace Communications Group, of Winnie Monsod, Clavio, of Failon and ABS CBN exposes? Where are the formal charges filed by the so called concerned citizens? Maybe those who say negatively against Sen. Senator Kiko Pangilinan authored the bill absolving minors from criminal prosecution irregardless of circumstances. Because of him, the next generation of criminals are now on the streets with no regard to law and order. Sorry, but that was a lousy bill for a senator to sponsor. He did not bother to look at the consequence of this law. Anybody else except Kiko Pangilinan, for senate president.

I'm for Kiko P. considering he ran as an independent senator during the last election. He is therefore not beholden to the current administration. kidding aside, prior to the 2010 elections, The Senate enjoyed it's highest trust rating in its history under Villar presidency and then senate-president Villar himself as the most trusted public official followed by then-VP Noli de Castro (2008 SWS). If a person has integrity, it doesn't matter which party he's affiliated with. He'll do what is right.

If a person is corrupt, then that person should not be the Senate President. (He/She should not be in government at all!). Some people are assuming that a person from an opposing party will necessarily provide check and balance. That is a naive and stupid assumption. Corrupt people have hidden agendas; their motivation will not be to provide "check and balance" no matter what party they belong to. Think about it.

First, it doesn't matter who will be the next Senate President as long as all laws to be passed by the Senate chamber will be for the benefits of the "madlang people".

I would prefer Frank Drilon or Juan Ponce Enrile. Both of them actually pushed through policies which greatly affected the lives of people. For example, Senator Enrile who pushed through the longer life for cellphone loads was a great help to me. Before, I had to spend 300 pesos just to maintain a regular load for the whole month, and I rarely use my phone except for emergency cases. Now, I only spent half of what I used to spend just to maintain the load needed by my cellphone. If you ask me, that's very economical. That maybe simple but a very great help for many Filipinos.

The best si Sen. Kiko Pangilinan.. Sen. Villar needs to clean first the issues thrown against him. During the senate investigation about the issue (C-5),Sen. Villar did not gave clear answers to clean his name. It seems he is guilty.. Therefore, he is not fit for the senate presidency at the moment..

you are right neo n. villar would be the right choice. there has got to be a check and balance also. its not good to have leaders of two independent branches of government come from the same party. having only one color in government is monotonous and dull. it would be more interesting and harmonious if there is a blend in colors. white (enrile) should not even be considered. unity as kiko said with the same color is not genuine unity but short of monopoly and autocracy.
